Gregory S. Narsh is of counsel in the Detroit and Harrisburg offices of Pepper Hamilton LLP, concentrating in environmental, safety and health matters. Mr. Narsh’s practice focuses largely on regulatory, compliance and administrative matters, but includes administrative litigation as well. He also is a member of the firm’s Sustainability, CleanTech and Climate Change Team, and is a Fellow of the Pepper Center for Public Service.
Mr. Narsh, formerly a chemical engineer, spent 12 years in the chemical industry with Monsanto Company, where, for more than eight years, he was responsible for safety and/or environmental compliance at a large chemical manufacturing facility. He has more than 35 years of combined industry and legal experience with environmental and safety issues. He has also taught environmental law as an adjunct professor at the University of Detroit Mercy School of Law.
Prior to beginning the practice of law in 1992, during his time with Monsanto Company, Mr. Narsh held a variety of positions at a large chemical manufacturing plant, including process engineer, manufacturing supervisor, sitewide safety specialist and sitewide environmental specialist. His experience working for Monsanto has given him valuable knowledge, insight and experience in the chemical industry generally and at the manufacturing plant level specifically.
Mr. Narsh’s environmental practice covers all areas of state and federal environmental law, including air, water and waste issues. In addition to general compliance matters, he has experience handling state and federal Superfund matters and environmental aspects of large and small transactions (mergers, acquisitions, real estate transactions, etc.). He has represented small and large corporations, as well as municipalities. He has been counsel of record and/or appeared before state administrative agencies, state courts and the U.S. Environmental Protection Agency’s Environmental Appeals Board. He also has represented clients before state and federal agencies in connection with environmental/criminal investigations. Mr. Narsh has also served as environmental counsel directly to a number of clients, including chemical manufacturers. In that role, he provided both day-to-day advice on compliance matters and has handled more significant enforcement matters, transaction negotiations, etc.
Mr. Narsh also has a comprehensive national safety and health practice. Over the past 35-plus years, he has handled hundreds of enforcement matters involving commercial and industrial safety and health issues in both “general industry” and the construction industry, including over 50 workplace fatality investigations. He routinely counsels clients regarding citations and penalties assessed by the federal Occupational Safety and Health Administration (OSHA) and numerous equivalent state safety agencies. His involvement ranges from settlement negotiations with the agencies through litigation, if necessary. He has tried several cases before the Occupational Safety and Health Review Commission. He also has experience with the Mine Safety and Health Administration (MSHA).
In addition to the safety and environmental areas, Mr. Narsh has experience working with state and federal administrative agencies, generally. He has handled compliance and enforcement matters with the Mine Safety and Health Administration, the Department of Transportation, the Federal Aviation Administration and others.
