Raymond N. Baum is a partner in the Real Estate Practice Group of Pepper Hamilton LLP, resident in the Pittsburgh office. He also is a member of the firm’s Sustainability, CleanTech and Climate Change Team. Mr. Baum concentrates his practice in all aspects of real estate development, including acquisition, environmental evaluation and remediation, construction, historic and conventional rehabilitation, taxation, formation of development entities, zoning, financing, syndication and lease, with an emphasis on commercial, industrial, institutional multifamily real estate and affordable housing.
Mr. Baum represents real estate developers, nonprofit organizations, governmental bodies, builders, equity syndicators, investors, lenders, municipalities, housing and redevelopment authorities, property managers, lessors and lessees in the areas of real estate, property acquisition, eminent domain land use planning and controls, government procurement, construction, condominium, health facilities, tax-exempt financing, real estate tax assessment appeals, environmental, securities, partnership and corporate law. He frequently appears before planning commissions, municipal governing bodies, zoning hearing boards and authority boards, and has handled individual real estate transactions valued at several hundred million dollars.
Mr. Baum has extensive experience with all aspects of real estate development and financing. He is familiar with economic development projects, particularly developments involving Redevelopment Authorities, Industrial Development Authorities, the Pennsylvania Housing Finance Agency and the use of Low Income Housing and Historic Tax Credits, HUD Mixed Finance Public Housing Development and the Hope VI program.
