Kristopher Berr is an associate with Pepper Hamilton LLP, resident in the Philadelphia office. Mr. Berr concentrates his practice in government contracts and construction.

Mr. Berr’s construction practice includes advising clients and litigating both private and public construction matters. He has counseled and represented construction managers, general contractors, developers and subcontractors in all phases of the construction process. In addition to representing clients in state and federal court litigation and alternative dispute resolution proceedings, Mr. Berr assists clients with risk assessments, contract review and negotiation, and providing counsel on project management issues. 

In his government contracts practice, Mr. Berr represents and counsels clients that sell products and services to federal, state and local governments in a range of industries, including construction, logistics, information technology and engineering. He has assisted clients in addressing compliance issues associated with public procurements, including establishing compliance programs, flowdown of regulatory requirements under the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), conducting internal investigations, and assessing the need for mandatory and voluntary disclosures. He also resolves business disputes, including preparing requests for equitable adjustment (REAs) on federal construction projects. In addition, he has litigated bid protests at the Government Accountability Office (GAO) and has represented contractors in size appeals and NAICS appeals before the Small Business Administration Office of Hearings and Appeals (OHA).
