Erin Frazee Masini is an associate in the Government Contracts Practice Group of Pepper Hamilton LLP, resident in the Washington office.

Ms. Masini represents large and small companies doing business with the federal government and with state and local governments.  She counsels clients operating in various industries, including defense, life sciences and information technology.  

Her litigation practice includes bid protests and interventions before the U.S. Government Accountability Office (GAO) and appeals before the Small Business Administration Office of Hearings and Appeals (OHA), and she has experience defending appeals before the U.S. Civilian Board of Contract Appeals (CBCA). 

Ms. Masini counsels clients on matters spanning the spectrum of public procurement law, including False Claims Act liability, compliance issues, administrative investigations, corporate due diligence in support of mergers and acquisitions of government contractors, cost audits, civil investigative demands, and intellectual property disputes.  She also advises on contract disputes and questions of contract interpretation.

Ms. Masini joined Pepper from the Office of General Counsel of the U.S. Department of Commerce, where she was lead procurement counsel for the International Trade Administration, Minority Business Development Agency, and the Western Region of the National Oceanic and Atmospheric Administration.  Ms. Masini’s federal government experience ranged from acquisition planning and strategy to contract administration and litigation, and involved subject matter as diverse as major satellite systems and small business set-asides and reserves.  Ms. Masini regularly represented the department as lead counsel before the CBCA and GAO, including successful mediation and settlement negotiations.   

While at the Department of Commerce, Ms. Masini’s practice also included advising on appellate matters touching on questions of international and commercial law, jurisdiction, and intellectual property, and coordinating with the Office of the U.S. Solicitor General on cases before the U.S. Supreme Court.

Ms. Masini is presently admitted in Maryland only.  She is under supervision by principals of Pepper Hamilton who are members of the D.C. bar.
