New Of Counsel Joins Pittsburgh Office

Pittsburgh, Pa. – April 13, 2011 – Pepper Hamilton LLP announced that Leigh A. Poltrock has joined the firm as of counsel in the Affordable Housing and Community Development Practice of the firm’s Financial Services Practice Group, resident in the Pittsburgh office.

Ms. Poltrock concentrates her practice on affordable housing financing, development, and operations; administrative law and litigation; and general corporate matters. She has represented clients in the sales of company assets, the restructuring of limited partnerships, and counseled them on daily operations after a change in leadership or ownership. She also focuses on dispute resolution and litigation relating to government procurement processes and policies, construction contracts, software agreements and licenses, and utility rates and services.

Ms. Poltrock has represented housing authorities on statutory and regulatory issues, including compliance with the Quality Housing and Work Responsibility Act of 1998, the Moving to Work Program, the Uniform Relocation Act, the Rehabilitation Act of 1973, Title VI of the Civil Rights Act, Head Start regulations and fiscal appropriations. She has extensive experience defending clients in HUD OIG, FHEO, Regional Counsel, and Labor Relations audits and reviews, as well as litigating cases in state and federal court, including §1983 claims. She also has represented owners in mark-to-market restructuring transactions, as well as in the sale of residential apartment complexes receiving subsidy from HUD and Rural Housing.

Prior to joining Pepper Hamilton, Ms. Poltrock practiced with Cohen & Grigsby in Pittsburgh. Before that, she was general counsel for the Philadelphia Housing Authority.

Ms. Poltrock earned her law degree from the University of Pittsburgh School of Law in 1996, where she was member of the Pitt Law Team that participated in the Gibbons National Criminal Procedure Moot Court Competition. She earned a B.A. in English from Franklin & Marshall College in 1991.
