Michelle M. Skjoldal is an associate in the Environmental Practice Group of Pepper Hamilton LLP, resident in the Harrisburg office. She also is a member of the firm’s Sustainability, CleanTech and Climate Change Team. Ms. Skjoldal’s practice focuses on environmental law in the context of litigation, regulatory matters and client counseling. She often represents clients in matters before the Pennsylvania Public Utility Commission and other regulatory agencies.
Representative engagements in which Ms. Skjoldal has been involved include:
- representing municipalities and developers in litigation involving water permits and sewage facility planning
- counseling corporations in environmental due diligence matters in real estate and corporate transactions involving multiple sites
- representing clients in contested Pennsylvania Public Utility Commission proceedings
- advising clients on public utility regulation and on rules and policies adopted by the Pennsylvania Public Utility Commission
- representing a major corporation in multi-state litigation and on numerous negotiation fronts involving the purchase of energy
- counseling a large company on negotiations regarding ownership of energy credits
- representing clients in self-implementing cleanups, air and water permits, and general regulatory advice
- assisting with negotiations of enforcement matters with USEPA.
Prior to joining Pepper, Ms. Skjoldal served in the Environmental Unit of the Delaware Department of Justice in Wilmington, Delaware.
Ms. Skjoldal is a 2005 graduate of the Dickinson School of Law of the Penn State University where she was a member of the Appellate Moot Court Board, Trial Moot Court Board and Speakers Trust. During law school, Ms. Skjoldal worked as a clerk with the Pennsylvania Department of Environmental Protection.
Ms. Skjoldal is a member of the American, Pennsylvania and Dauphin County Bar Associations. She has presented on sustainability and climate change issues to the Pennsylvania Bar Association’s Environmental, Mineral and Natural Resources Law Section, and is an active member of the Dauphin County Bar Association. She is a member of the Environmental Law Institute, National Association of Environmental Professionals, and the Society of Women Environmental Professionals.
Ms. Skjoldal is active in the community. She serves as a volunteer attorney for the Homeless Outreach Project in Harrisburg, Pennsylvania. She also is a member of the Junior League of Harrisburg, a women’s organization focused on community service.
Ms. Skjoldal is admitted to practice in Pennsylvania, Delaware and New Jersey, and before the U.S. District Courts for the Middle and Eastern Districts of Pennsylvania.
