J. Gregg Miller
J. Gregg Miller is of counsel in the Philadelphia office of Pepper Hamilton LLP and heads the bankruptcy practice in that office. Since joining the firm in 1969, Mr. Miller has concentrated his practice primarily in the areas of bankruptcy and reorganization law.
Mr. Miller represents creditors, or groups of creditors, and debtors in workouts and bankruptcy proceedings. He has experience in municipal bankruptcies, health care bankruptcies, mass toxic tort bankruptcies and construction bankruptcies. In municipal bankruptcies, he has reorganized a municipality in Chapter 9 proceedings. In health care bankruptcies, he has represented a hospital as debtor-in-possession, indenture trustees, secured creditors and physician practice groups. In mass tort bankruptcies, he has represented four asbestos manufacturers and distributors of insulation products as debtors-in-possession in Chapter 11 proceedings. In construction bankruptcies and workouts, he has represented sureties, banks, contractors, subcontractors and suppliers.

Mr. Miller has lectured and published extensively in his field. He:
- served as faculty member for the Pennsylvania Bar Institute (PBI) panel presentation “In Harm’s Way: Officers and Directors of Corporations that Are Insolvent or in the Zone of Insolvency”
- served as moderator of the ABI panel on Construction and Surety Law Issues, where he presented “Preference Issues in Construction Bankruptcies”
- served as moderator of the 13th Annual Construction Superconference panel on “Bankruptcy Law Impact on Construction and Surety Law Principles”
- addressed the American Bar Association’s Section of Tort and Insurance Practice on the subject of “Bankruptcy - Crisis in the Construction Industry”
- is the author of the bankruptcy chapter in The McGraw-Hill Construction Business Handbook (2d Ed. 1985)
- is co-author of the bankruptcy chapter of the Aspen Law Construction Law Handbook (2004)
- is co-author of “How to Turn Around a Corporation Plagued with Mass Toxic Torts,” a chapter in Workouts & Turnarounds, The Handbook of Restructuring and Investing in Distressed Companies.
Mr. Miller served as co-chairman of the American Bankruptcy Institute’s Insurance, Construction and Surety Subcommittee of the Business Reorganization Committee from 1998 to 2006. He is a member of the Consumer Bankruptcy Assistance Project in Philadelphia, which provides direct, pro bono legal representation to indigent people who seek to obtain the protection of the Bankruptcy Court, and was president of its board of directors from 2006 to 2008.
