Gregory S. Narsh

Gregory S. Narsh is of counsel in the Detroit and Harrisburg offices of Pepper Hamilton LLP, concentrating in environmental, safety and health matters. Mr. Narsh’s practice focuses largely on regulatory, compliance and administrative matters, but includes administrative litigation as well. He also is a member of the firm’s Sustainability, CleanTech and Climate Change Team.

Mr. Narsh practiced environmental law at Michigan’s largest law firm for three and one-half years before joining Pepper in Harrisburg. He holds undergraduate and graduate degrees in chemical engineering and hazardous waste management, respectively, and spent 12 years with Monsanto Company where, for more than eight years, he was responsible for safety and/or environmental compliance at a large chemical manufacturing facility.

Mr. Narsh’s environmental practice covers all areas of state and federal environmental law, including air, water and waste issues. In addition to general compliance matters, he has experience handling state and federal Superfund matters and environmental aspects of large and small transactions (mergers, acquisitions, real estate transactions, etc.). He has represented small and large corporations as well as municipalities. He has been counsel of record and/or appeared before state administrative agencies, state courts and the U.S. Environmental Protection Agency’s Environmental Appeals Board. He also has represented clients before state and federal agencies in connection with environmental/criminal investigations.

Mr. Narsh also has a comprehensive national safety and health practice. He has considerable experience with commercial and industrial safety and health issues, including “general industry” and “construction.“ He routinely counsels clients regarding citations and penalties assessed by the federal Occupational Safety and Health Administration (OSHA) and numerous equivalent state safety agencies. His involvement ranges from settlement negotiations with the agencies all the way through litigation, if necessary. He has tried several cases before the Occupational Safety and Health Review Commission.

In addition to the safety and environmental areas, Mr. Narsh also has experience working with state and federal administrative agencies, generally. He has handled compliance and enforcement matters with the Mine Safety and Health Administration, the Department of Transportation, the Federal Aviation Administration and others.

Representative matters handled by Mr. Narsh include:
  • representing corporations and municipalities in state and federal Superfund negotiations, including the drafting and negotiation of allocation agreements and administrative consent orders
  • advising/representing clients in connection with underground storage tank matters, including negotiation with, and oral argument before, state agencies
  • advising corporate clients and lending institutions in connection with large and small transactional matters
  • advising clients in connection with hazardous waste/hazardous material release reporting and annual reporting requirements
  • advising clients in connection with acquisition of and compliance with state and federal air, water and waste permits, including negotiation of penalties and permit violations, modifications and terminations
  • advising clients in connection with safety matters, including compliance with state and federal OSHA requirements and negotiation of OSHA citations and penalties.
Mr. Narsh is an adjunct professor of law at the University of Detroit Mercy School of Law.

Mr. Narsh is a member of the Pennsylvania and Michigan bars and is admitted to practice before the U.S. Supreme Court as well as the U.S. District Courts for the Middle District of Pennsylvania and the Eastern District of Michigan. He is a member of the Environmental Law and Administrative Law Sections of the Michigan and the American Bar Associations. He also is a member of the American Institute of Chemical Engineers. Mr. Narsh has written several articles and has lectured extensively on safety and environmental law.
